ILGA Rainbow Map 2026: Albania Must Accelerate Progress on LGBTIQ+ Rights on its Path to the European Union

Tirana, 17 May 2026 – ILGA-Europe has published the latest edition of the Rainbow Map and Index 2026, the leading annual benchmark assessing the legal and policy situation of LGBTIQ+ people across 49 European countries, including Albania. The Rainbow Map evaluates countries across a range of categories, including equality and non-discrimination, family rights, hate crime and hate speech protections, legal gender recognition, bodily integrity of intersex people, civil society space and asylum rights. It remains the most comprehensive assessment of LGBTIQ+ rights and equality standards in Europe.
According to the 2026 Rainbow Map, Albania continues to make only gradual progress in advancing the rights of LGBTIQ+ people. While the country maintains an important legal framework prohibiting discrimination on the grounds of sexual orientation and gender identity, significant gaps remain in ensuring full equality and protection under the law.
Among the key challenges identified are the absence of legal recognition for same-sex couples and their families, the lack of a self-determination-based legal gender recognition procedure for transgender persons, and insufficient legal protections for diverse family forms. The report also highlights the need for stronger implementation of existing anti-discrimination measures and more effective responses to hate speech and discrimination affecting LGBTIQ+ people.
The publication of the Rainbow Map 2026 comes at an important moment for Albania's European Union accession process. Following the successful closure of the Interim Benchmarks and the establishment of the Closing Benchmarks under Cluster 1 – Fundamentals, the protection of fundamental rights remains one of the core pillars of Albania's path towards EU membership.
For Albania, the findings of the Rainbow Map underline the importance of continuing reforms aimed at guaranteeing equality, dignity and protection for all citizens. Progress in human rights cannot be measured solely through the adoption of legislation, but through tangible improvements in the daily lives of people and communities.
Although important progress has been achieved over the past decade, LGBTIQ+ people in Albania continue to face discrimination, social exclusion, hate speech and barriers in accessing equal rights and opportunities. Further efforts are needed to ensure that legal protections are effectively implemented and that all individuals can live openly, safely and free from discrimination.

As Albania moves closer to European Union membership, strengthening the protection of LGBTIQ+ rights should remain an integral part of the country's broader commitment to democracy, human rights and the rule of law.
The Rainbow Map 2026 demonstrates that while Albania has established important legal safeguards against discrimination, significant reforms are still required to achieve full equality for LGBTIQ+ people and to align the country with European human rights standards.
